S P Abraham

Graduated in Civil Engineering in the year 1976, Mr. S P. Abraham, joined the Central Water Commission (CWC), the premier organization of Government of India in Water Resources, in January 1978. Trained at the Water Resources Development Training Centre (WRDTC),University of Roorkee (Now IIT) has obtained Post Graduate Diploma and subsequently Post Graduate Degree in Water Resources Development from this University.

He has retired as Senior Joint Commissioner from the Ministry of Water Resources, River Development  and Ganga  Rejuvenation in Nov. 2014 .During his  tenure in the Ministry, he was dealing with technical and legal matters relating to the interstate water projects and issues of the Indus basin. Earlier as Director, Beach Erosion, Central Water Commission has been instrumental in initiating  a proposal for the  Coastal Management Information System(CMIS),which is now under implementation.

 As a water resources professional, he has been associated with water related projects in India, contributing to  the lives of millions of people for more than three and a half decades The fields of his activities include:-

  • resources assessment,
  • project planning,
  • design,
  • survey and investigation,
  • hydro meteorological observation,
  • flood forecasting,
  • Appraisal and monitoring of projects.
  • coastal erosion

SardarSarovar, Indira Sagar, Omkareshwar and Maheshwar, in the states of Gujarat and Madhya Pradesh and Unchahar Thermal Power Project in the state of Uttar Pradesh are some of the projects thus associated. Also served the Central Electricity Authority(CEA),National Water  Development Agency(NWDA),Ministry of Water Resources and  FAO of UN in different capacities..

Some of the other projects/schemes worth mentioning are:

  • Hydrological investigation of west flowing rivers,  the Ganga and its tributaries,
  • As Irrigation expert in  Southern African Country of Lesotho planned, designed and constructed a number of small irrigation projects with the co operation and assistance of local beneficiaries, Food and Agriculture organization (FAO) of the UN and the Government,
  • Feasibility report of Irrigation Master Plan and Irrigation Water Management for Kingdom of Lesotho,
  • Identifying Coastal  issues maritime States of Kerala, Tamilnadu, Karnataka and Lakshadweep, Orissa etc,
  • Performance Evaluation of Coastal Protection works in Lakshadweep and Tamilnadu as member Secretary of a multi disciplinary team,.
  •  Construction of community projects like churches, mosques, schools, hostels, housing complex, hospitals and mini industrial estates,


He has visited Republic of Bangladesh, Kingdom of Lesotho, UAE, Qatar, Ethiopia and South Africa.  Undergone trainings in “ India WRIS, GIS, Remote Sensing and Integrated Water Management, Economic Analysis, Water Quality” and many more specialized useful topics.  Contributed for a number of seminars and training   programmes.  

Participated in a number of   National Committees, including Indian Water Resources Council meeting for National Water Policy (NWP) 2002. He has presented/published technical papers on topics such as design of spillway piers, sand mining, coastal structures etc. He is Fellow of the Institution of Engineers India and a Chartered Engineer.
